Alabama's current DL system is one of the most secure driver license issuance systems and sophisticated ID credential designs in the United States, integrating best practice business rules into a single, seamless application that supports the entire, end-toend workflow. It also puts, "...Alabama ahead
of the curve when it comes to complying with the REAL ID Act."
The state of Colorado deploys facial recognition technology to fight identity theft with the help of Digimarc, its supplier of driver license systems and solutions, which issues more than 1.2 million driver licenses annually. In addition, the use of Digimarc's portrait-capture system to take pictures of driver license holders has enabled the state to build and maintain a database of over 10 million digital images.
In 2002, the Kansas legislature enacted Senate Bill No. 559, which amended the State's driver license application law to require added proof of identity when applying for a driver license. The intent of the change was to strengthen security requirements for obtaining driver licenses and non-driver ID cards and, in doing so, deter driver license fraud and identity theft. To help the State upgrade their driver license enrollment system and meet the needs for increased security mandated both by Senate Bill No. 559 and their own internal security issues, Kansas turned to Digimarc to provide the solution.
To meet the myriad challenges for increased security, the Masschusetts Registry of Motor Vehicles (RMV) sought a document verification solution that would position the state to address the REAL ID requirements for capturing and storing identity documents, and a biometric identification solution that provides an effective, reliable way to detect duplicate driver license images within an existing driver license/ID database.
Under a 2004 grant from the NHTSA, Digimarc Corporation selected the Nebraska Department of Motor Vehicles (DMV) to take part in a pilot program-the "Operational Pilot of Digital Watermarking Reading for Driver License Authentication and Traffic Enforcement Support," which was designed to provide, access, test, and validate new capabilities for authenticating driver licenses. The pilot included driver license inspection within retail, law enforcement, and DMV environments with the goal of enhancing traffic safety and driver license security through the use of digital watermarking in the State's driver licenses.

Mexico's Instituto Federal Electoral (IFE) is an autonomous, non-partisan organization charged with ensuring free and fair elections. In January, 2004, IFE entered into a four-year contract with Digimarc Corporation to design and supply secure, reliable voter ID cards to Mexican citizens in order to help ensure the ideal of "One Citizen, One Vote."
For the first time in the 200 years since Haiti won its independence, the government planned the first democratic elections to be held in 2006. To facilitate both local and national elections in the country, the Provisional Electoral Council (CEP) of Haiti signed a contract with Digimarc to supply four million secure voter ID cards to its citizens. The program was rolled out on time and on budget, and was the first time Haiti had provided any type of national identification to its citizens.
