The First DL Approved for Land/Sea Border Crossing in North America

The Western Hemisphere Travel Initiative (WHTI) mandates that all travelers — including U.S. citizens — seeking entrance to the United States across any land or sea points of entry will need to present a passport or PASS Card as proof identity and citizenship.

Passports can be expensive and wait times lengthy. Many fear that commerce and travel will be impacted. In response to these concerns, the U.S. government has established new qualification and issuance rules to allow "enhanced" driver licenses (EDLs) to be used as an identity document in lieu of a PASS Card or passport.

Digimarc, the leading provider of driver licenses in North America, has created the first deployed EDL/EID solution. The Digimarc solution addresses 1) the convenience, cost, and privacy concerns of citizens and 2) the security and implementation concerns of driver license and identification documentation (DL/ID) issuers, while 3) adhering to WHTI requirements for border crossing.

The EDL/EID solution adds specific enhancements to a driver license issuer's existing workflow for standard DL/IDs. It is a fast, easy, flexible, and low-risk solution that leverages a customer's current issuance infrastructure with relatively minimal modification or impact to the current process.

The Digimarc EDL/EID solution is based upon Digimarc's proven ExianSmart credential, which is a chip-enabled driver license launched in late 2006 in anticipation of the needs of States/Provinces for new applications of the DL/ID. The ExianSmart card architecture is able to incorporate a range of RFID chips to create a credential DHS has deemed acceptable for sea and land border re-entry under the first EDL pilot, currently being implemented by the State of Washington.
