In the U.S. and Canada, the driver license (DL) has served as a de facto identity document for many decades. Citizens have long been accustomed to using the DL as proof-of-identity at banks and retail establishments, to present to law enforcement officials when requested, to enter government buildings, to board airplanes, and when crossing the U.S. border to neighboring countries to the north and south.
The Western Hemisphere Travel Initiative (WHTI) mandates that all travelers — including U.S. citizens — seeking entrance to the United States across any land or sea points of entry will need to present a passport or PASS Card as proof of identity and citizenship. Passports and PASS Cards are costly and wait times can be lengthy. Many fear that commerce and travel will be impacted. Many U.S. States have expressed the desire to continue to use the DL for border crossing.
In response to these concerns, the U.S. government has approved piloting an enhanced driver license (EDL) for border crossing in lieu of a passport or PASS Card. Washington State will be the first jurisdiction to offer an EDL to its citizens for land border crossing and sea port entry starting in January of 2008; however, the Department of Homeland Security has been clear that it welcomes many more State pilots.
